Aid groups attempt to meet basic needs of refugees and internally displaced Syrians but face a massive shortfall in finances. Judy Woodruff talks to U.N. High Commissioner for Refugees Antonio Guterres about the need for increased political and financial commitments in Syria, as well as CAR and South Sudan.
